City of Dayton 2021 Comprehensive Plan and Development Regulations Amendment Cycle

The City of Dayton hereby announces the annual consideration of amendments to the Comprehensive Plan and development regulations. The City will be accepting dockets until August 1, 2021. The amendment process is designed to solicit suggested amendments to the Comprehensive Plan and development regulations. A Docket List of amendments combining private applications and City initiated changes will be developed.

Complete applications and applicable fees must be submitted to City Hall by 4:00 pm on August 1, 2021.  Applicants are strongly encouraged to meet with planning staff prior to submitting an application. 

A schedule will then be followed to comply with state mandates and the Dayton Municipal Code, while allowing opportunities for public participation.  A series of public meetings and hearings, first for docketing and then for consideration of amendments on the Final Docket List, will be held by the Planning Commission and City Council (dates and locations will be finalized and announced at a later date). Information will be available and public comments on the final proposed amendments will be accepted via mail or e-mail.

Notice of Public Hearing - Intent to Adopt Multi-Family Tax Exemption Policy & Designate a Residential Target Area

The City of Dayton hereby gives notice that a public hearing has been scheduled by the City Council to take testimony for or against the establishment of the proposed multi-family tax exemption (MFTE) policy and the designation of the “Rock Hill Residential Target Area”. The intent of the MFTE policy is to further stimulate and incentivize the development of multi-family residential units within the proposed target area. The “Rock Hill Residential Target Area” includes properties zoned as urban residential and fringe commercial and is bound by West Commercial Street, West Cameron Street, and South Cottonwood Street.
Public Hearing: The public hearing has been scheduled for June 9, 2021 at 6:00 pm or shortly thereafter. The public hearing will be accessible via hybrid format. Affordable Housing Commission Meeting Canceled

Notice is hereby given that the regular meeting of the Affordable Housing Commission, scheduled for June 8, 2021 at 5:00 pm, has been canceled by the Chair of the Commission.

In lieu of attending the regular meeting, commission members and the public are encouraged to attend the Joint Planning Commission meeting scheduled for June 7, 2021 at 7:00 pm. The joint meeting includes: City of Dayton, City of Waitsburg, City of Walla Walla, and City of College Place and includes a presentation of the recently completed Regional Housing Action Plan.

Regional Housing Action Plan - Joint Planning Commission Meeting

JOINT PLANNING COMMISSION MEETING NOTICE

The Planning Commissions for the cities of College Place, Dayton, Waitsburg, and Walla Walla will hold a joint meeting on Monday, June 7 at 7:00 p.m. via Zoom.  The purpose of the joint meeting is to have a presentation on the draft Regional Housing Action Plan by the consultant team, FCS Group and Fregonese Associates, working with the four cities. 

After the joint planning commission meeting, each city will hold a public hearing on the draft Regional Housing Action Plan with their planning commission (separate hearing notice will be published).  During the public hearing, the public will have an opportunity to provide input and comments on the draft Regional Housing Action Plan.  At the conclusion of the public hearing, the Planning Commission will make a recommendation to the City Council.  Final action on the Regional Housing Action Plan will be completed by each city’s City Council.
